NRA TACTICAL SHOOTING INSTRUCTOR COURSE: APRIL 15 - APRIL 19, 2013

The Tactical Shooting School is intended for experienced and certified firearm instructors. The basics of instructing, communication skills, use of training aids, construction of lesson plans, and other basic instructor classes are not included in this school. This school advances towards teaching the tactical use of the duty handgun, secondary handgun and long gun (patrol rifle or shotgun with slugs). Students MUST possess strong firearm handling skills prior to attending this school. The program concentrates on advanced shooting skills, use of the “safety circle” concept, pivoting and turning to fire, movement, unconventional shooting positions, two-man patrol tactics, use of the back-up handgun, use of the off-duty handgun, an extended reduced light training session and decision-making under stress. During the course of the week student teams will design a tactical course of fire, and will be responsible for developing a lesson plan and running fellow students through this course at the end of the week. (The student must have a good working knowledge of ALL the firearms he/she will be using during this school and must have successfully completed a recognized law enforcement firearm instructor school that included general methods of instruction in one of the firearm systems he/she will be using AND have successfully completed a basic operators school of some sort with the other firearm. THIS is not a basic operator school.) There will be no exceptions!

The Rape Aggression Defense (RAD) System is a program of realistic, self-defense tactics and techniques. It is a comprehensive course for women that begins with awareness, prevention, risk reduction and avoidance, while progressing on to the basics of hands-on defense training.

RAD is not a martial arts program. Our courses are taught by certified RAD instructors and provide you with a workbook/reference manual. This manual outlines the entire physical defense program for reference and continuous personal growth. The RAD System of Physical Defense is currently being taught at many Colleges and Universities. The growing, widespread acceptance of this system is primarily due to the ease, simplicity and effectiveness of our tactics, solid research, and unique teaching methodology.

The RAD Systems is dedicated to teaching women defensive concepts and techniques against various types of assault, by utilizing easy, effective and proven self-defense tactics. Our system of realistic defense will provide a woman with the knowledge to make an educated decision about resistance.

In recent years localized dignitary protection is being requested and at times required of law enforcement agencies. Our Dignitary Protection Training will prepare your team for protecting speakers and event guests of all types including political speakers, Senators & Congress Members.  Topics covered will also include protecting at heated public forums and rallies.

We provide the student with the necessary skills needed to excel at personal VIP & Dignitary Protection as an individual protector and in a team environment.  Instruction will occur in the classroom and on a hands on operational  level including role playing scenarios in all aspects of Dignitary Protection.

S.O.L.O. (Single Officer Response to Active Shooter Instructor Course), With the School Resource Officer in mind or the first officer arriving on scene and shooting is continuing.

The School Shootings of the late 1990’s led to a more aggressive response protocol on behalf of those officers who would be the first on-scene. These officers are no longer trained to just contain a perimeter. Training is now afforded for first responding officers to move to contact as a team. But will that always be a proper response strategy?

The Diamond, QUAD, and other Rapid Response Tactics are taught around the country as the method first arriving officers will use to deal with the event. However, these tactics require multiple officers, usually 4. If police must wait to assemble a small team to move down-range, who are we portraying needs help more: the folks under attack or the police?

Response Options has developed tactical training that recognizes the priority of fast engagement of the attacker, while maintaining a degree of officer safety. The attacker’s focus must be redirected from the potential victims to law enforcement, or from offense to defense (or suicidal), as quickly as possible. This will save lives. This does not mean that officers must be reckless, but it does mean they must be aggressive. We have developed strategies that can be employed by a single officer that will confuse and confound the attacker, and cause him to concern himself with acts being committed against him by the officer.

If a Police Officer is on-scene, do we expect him/her to wait by the door for back-up arrival, or do we want them quickly engaging the threat? Surely the latter is the better answer, and it is the answer the public expects.

The 3-day, 24 hour class, consists of lecture, practical scenarios, and one and one/half days of range activity. Attendees will undergo physical and mental stressors in order to simulate the needs of officers responding to these attacks.

Students should bring 200 rounds each of pistol and rifle ammo. If no rifle to be used, 300 rounds of pistol ammo.

Our strategies to survive Active Shooter events have derived out of our experiences as Law Enforcement Special Operations Officers and Supervisors, Combat Military Veterans, School Teachers, and School Administrators. Our staff has personally dealt with violent events in schools, both from law enforcement and school administrator perspectives. As SWAT Officers in the 90’s, we became very concerned with Active Shooters in schools. Our concern was the speed and viciousness of the attacks, and our realization that the chances of our arriving in time to prevent any casualties to be very slim.

The issue then became what are the building occupants doing until law enforcement can make contact? The protocol used then is still used by the vast majority of institutions today – LOCKDOWN/Secure-in-Place. While we do support LOCKDOWN as a tool or option, we believe it is potentially dangerous for it to be the only option. It does not prepare anyone in any way for the situations where LOCKDOWN cannot be achieved or the secure area is breached - situations which occur in most Active Shooter events.

We have developed simple strategies that the masses can employ that will greatly increase their opportunity to escape carnage or counter the violence being directed at them. In these situations, the staff and students possess many tactical advantages, but they do not know what they are. These strategies are based on our actual experience of surviving violent encounters, and the lessons learned.

Follow the evidence. Too many times law enforcement rushes to a conclusion with traffic collisions. Just because someone gives a story doesn’t mean it’s really what happened. This class will look at evidentiary signs to determine what the facts are. Students will learn some speed formulas and how to obtain access to the vehicles event recorder (black box). We will look at gouges, divots, skid marks, damage to vehicles to determine if the damage is contact, induced, scrapes. Is there paint transfer or rub off. We will be outside during part of the class so dress appropriately.

This 4-hour training course will help officers write clear, concise reports—reports that will meet legal requirements and increase your chances of conviction. The course is designed to put the student in the proper mindset for gathering information at the scene of any law enforcement incident. With so many different people reading reports today (ie; supervisors, chiefs, sheriffs, courts, lawyers, city councils, media, authors etc.) writing a good report will be make a positive impression of the officer and the agency.  This is not a course on grammar or punctuation; however we do touch on sentence structure, terms, language and content as it pertains to law enforcement reports.

The street cop makes a find, who does he go to? How far does one take it and what is his or her time line. Sometimes depending on the size of the agency you’ll be the street officer and investigator. Learn how to utilize the men and women who specialize in the formal investigations of narcotics. Sometimes you’ll want to turn over the case to the narcotics investigators. By doing your job at the beginning, middle and end of the investigation is paramount to the successful conviction of narcotics offenders.

Are we here to make a simple arrest or to send bad guys to prison?

Officers are encouraged to bring cases from their agency that concern them, or that they are interested in seeing from another angle. If the officer attending has a “Drug Bible” they are encouraged to bring this as well.

A true medical event. However the symptoms exhibited usually are that which frightens the public and trigger law enforcement involvement. There the responding agencies are faced with an out of control person who is acting irrational and failing to comply with direction/orders given. Sometimes the “super human” actions of the suspect cause them once in custody to be bound hands and feet. Law enforcement takes time to check on the condition of everyone around them, leaving the suspect to calm down. Many law enforcement professionals sometimes see things only on the surface. This class will give the student a deeper understanding of what is enforceable by law enforcement and what’s not. This Federal Emergency Management Agency (FEMA) course is designed to be delivered to teams of campus personnel who are responsible for creating, reviewing, implementing and exercising emergency operations plans (EOPs). The target audience for this course is people who have traditional response or strategic experience, but minimal experience in emergency management planning. The three-day course is primarily interactive presentations coupled with numerous individual and group exercises.

Handgun/Shotgun Instructor
This school compresses the handgun instructor school to 3 days and adds 2 days of shotgun instructor training. Student classroom presentations, concealed-carry training, and unconventional shooting positions are replaced with shotgun marksmanship and handling classroom presentations and range work. Shotgun drills include firing from cover, use of kneeling and prone positions, moving targets, malfunction clearing, firing on the move, and transitioning to the handgun.
 

EQUIPMENT REQUIREMENTS

The following equipment is REQUIRED and must be provided by the student for ALL firearm instructor development schools:

1. Duty Handgun - A duty-type, law enforcement handgun.

2. Magazines or Speedloader - If using a semi-automatic pistol, bring a minimum of 4 magazines, (5 if the magazine capacity is less than 10). If using a revolver, bring a minimum of 5 speed loaders.

3. Holster, Belt, and Ammunition Carrier Pouches - The holster must be department or agency issue, duty-type (patrol), strong-side directional draw, equipped with a handgun retention device and securely fastened to the gun belt. Speedloader and/or magazine pouches must also be equipped with a retention device.

4. Eye Protection, Ear Protection, and Baseball Style Cap - Safety glasses must be of the wrap around type or employ side panels. If wearing prescription glasses, they must be covered with safety glasses unless they meet the above requirements. Ear plugs or ear muffs (preferred), and a baseball cap with bill to deflect ejected brass must also be worn. NOTE: Students will NOT be allowed on the range without wraparound or side-panel safety glasses.

5. Appropriate Clothing - Students should bring appropriate clothing to participate in the range exercises consistent with prevailing weather conditions. Range exercises will be conducted in inclement weather unless a safety hazard exists. NOTE: Shorts are NOT appropriate law enforcement range clothing.

6. Duty Flashlight - Law enforcement, hand-held, duty-type flashlight capable of one-handed operation.

7. Note-Taking Material - Pen, pencil, and paper to take notes with in the classroom and on the range. A jumbo permanent marker for use on the range.

8. Cleaning Equipment - Appropriate cleaning equipment for the firearm being utilized at the school. NOTE: There is no time allotted during the school for the cleaning of firearms. Students will be expected to perform cleaning of their respective firearms on their own time.

9. Knee and Elbow Pads - Knee and elbow pads are optional for kneeling and prone position shooting.

In addition to the above mentioned required equipment, the following are ALSO necessary for this school:

Duty-type, law enforcement 12 gauge pump or semi-auto police shotgun equipped with a sling.
900 rounds of duty or training handgun ammunition.
50 rounds of duty or training 12 gauge slugs.

This school centers on the patrol rifle for officers using iron sights or optics (which must be removed for zeroing exercises). The classroom portion informs students how to teach basic fundamentals of rifle marksmanship and handling, how to zero iron-sighted rifles, and discusses zeroing policy and liability concerns.

Range work quickly moves from basic marksmanship to tactical movement, use of cover, various firing positions, pivots and turns, use of the safety circle concept, reloading under stress, firing on the move, multiple threats, decision-making, and reduced light threat identification and firing. Students design a tactical course of fire and are responsible for developing a lesson plan and running fellow students through their course at the end of the week. (Officers attending this class are expected to be capable of firing 6 inch groups with a rifle at 50 yards from the prone, sitting, kneeling and standing positions, and possess the ability to make accurate rifle sight adjustments, field strip, reassemble, load and unload their respective rifles, prior to arrival. THIS is not a basic operator school.)

 

EQUIPMENT REQUIREMENTS

The following equipment is REQUIRED and must be provided by the student for ALL firearm instructor development schools:

1. Duty Handgun - A duty-type, law enforcement handgun.
2. Magazines or Speedloader - If using a semi-automatic pistol, bring a minimum of 4 magazines, (5 if the magazine capacity is less than 10). If using a revolver, bring a minimum of 5 speed loaders.
3. Holster, Belt, and Ammunition Carrier Pouches - The holster must be department or agency issue, duty-type (patrol), strong-side directional draw, equipped with a handgun retention device and securely fastened to the gun belt. Speedloader and/or magazine pouches must also be equipped with a retention device.
4. Eye Protection, Ear Protection, and Baseball Style Cap - Safety glasses must be of the wrap around type or employ side panels. If wearing prescription glasses, they must be covered with safety glasses unless they meet the above requirements. Ear plugs or ear muffs (preferred), and a baseball cap with bill to deflect ejected brass must also be worn. NOTE: Students will NOT be allowed on the range without wraparound or side-panel safety glasses.
5. Appropriate Clothing - Students should bring appropriate clothing to participate in the range exercises consistent with prevailing weather conditions. Range exercises will be conducted in inclement weather unless a safety hazard exists. NOTE: Shorts are NOT appropriate law enforcement range clothing.
6. Duty Flashlight - Law enforcement, hand-held, duty-type flashlight capable of one-handed operation.
7. Note-Taking Material - Pen, pencil, and paper to take notes with in the classroom and on the range. A jumbo permanent marker for use on the range.
8. Cleaning Equipment - Appropriate cleaning equipment for the firearm being utilized at the school. NOTE: There is no time allotted during the school for the cleaning of firearms. Students will be expected to perform cleaning of their respective firearms on their own time.
9. Knee and Elbow Pads - Knee and elbow pads are optional for kneeling and prone position shooting.
In addition to the above mentioned equipment, the following are ALSO necessary for this school:
• Duty-type, law enforcement patrol rifle, (rifle or pistol caliber is acceptable), equipped with a sling.
• At least three rifle magazines with a capacity of 20 rounds or more.
• 1,200 rounds of duty or training rifle ammunition.

This school increases the abilities and knowledge of law enforcement firearm instructors involved in teaching long-range scoped rifle programs. Classroom presentations cover long-range rifle marksmanship fundamentals, tactical rifle handling, rifle shooting positions, zeroing a scoped rifle, the tactical use of cover and concealment, conducting practical long-range rifle range training, ammunition and equipment, use of trajectory charts and rifle data books, range estimation, and reduced light training. The rifle, ammunition, optical sight and shooter combination should be capable of consistently firing a five shot group not larger than one and one-half inches at 100 yards from a prone firing position.
The optical sight should be of the silhouette target-type, equipped with micrometer scale and turret-type elevation and windage adjustment knobs which can be turned with the fingers and have both tactile and audible click adjustments. Standard hunting-type optical sights, (coin or screwdriver adjustments), are not suitable for this school. A duplex-type or Mil-dot receptacle is recommended.

The Tactical Shooting School is intended for experienced and certified firearm instructors. This school advances towards teaching the tactical use of the duty handgun, secondary handgun and long gun (patrol rifle or shotgun with slugs). Students MUST possess strong firearm handling skills prior to attending this school. The program concentrates on advanced shooting skills, use of the “safety circle” concept, pivoting and turning to fire, movement, unconventional shooting positions, two-man patrol tactics, use of the back-up handgun, use of the off-duty handgun, an extended reduced light training session and decision-making under stress. During the course of the week student teams will design a tactical course of fire, and will be responsible for developing a lesson plan and running fellow students through this course at the end of the week. (The student must have a good working knowledge of ALL the firearms he/she will be using during this school and must have successfully completed a recognized law enforcement firearm instructor school that included general methods of instruction in one of the firearm systems he/she will be using AND have successfully completed a basic operators school of some sort with the other firearm. Problems associated with people with mental illness pose a significant challenge for modern policing. This guide begins by describing the problem and reviewing factors that increase the challenges that police face in relation to the mentally ill. It then identifies a series of questions that might help you analyze your local policing problems associated with people with mental illness. Finally, it reviews responses to the problems and what we know about these from evaluation research and police practice.
